The candidates for mayor of New York City are making their intentions known. Current mayor Eric Adams won the office in 2022, beating Republican candidate Curtis Sliwa with 67 percent of the vote. That race was not as close as the democratic primary. In that race, Adams defeated Kathryn Garcia with 50.4 percent of the vote. He won by 0.8 percentage points. In September 2024, Adams was indicted on federal charges of bribery, fraud, and soliciting foreign campaign donations. However, President Donald Trump‘s Justice Department has instructed prosecutors to drop that case. Those charges remain intact. Adams is scheduled to get a ruling on if the case will stand in mid-March. Adams has maintained his innocence and has said he will run for a second term.
One of the biggest threats to Adams’ winning the democratic primary is Andrew Cuomo, the former governor of New York. Cuomo served two-and-a-half terms as governor, running the state from 2011 through 2021. He resigned during his third term after the attorney general of New York reported on accusations of sexual harassment and Cuomo’s attempts to silence accusers. Cuomo denounced the allegations and maintained his innocence.
New York City Council speaker Adrienne Adams is also among the early betting favorites. She has not announced her intention to run.

Andrew Cuomo has his work cut out for him in the mayoral race. When he left office, he was not popular. At the time, Cuomo faced multiple allegations of sexual harassment. Also a report by the state comptroller said Cuomo’s health department, “was not transparent in its reporting of COVID-19 deaths in nursing homes.” The report added that the department “understated the number of deaths at nursing homes by as much as 50%” during some points of the pandemic.” The former governor also faced scrutiny over a $5 million book deal he signed to write a memoir on COVID-19.
On the positive side, Cuomo is a recognizable name, and never faced court charges over the sexual harassment accusations. Further, an investigation by the Department of Justice inspector general into his handling of COVID-19 found that New York and other Democratic-run states like New York and New Jersey “were targeted by President Donald Trump’s Department of Justice with targeted leaks about the probes shortly before the 2020 election.”
”F.D.R., John Kennedy, L.B.J., Mario Cuomo, Bill Clinton, Barack Obama taught us what it meant to have a true progressive government: It wasn’t about rhetoric, but results,” Cuomo said. ”They focused on issues that mattered to people in their day-to-day lives, issues that were relevant to them, and then they actually made life better for people. And that is what Democrats must do once again.”

While Adrienne Adams has yet to declare that she is running for mayor, she has made statements that have people believing she will soon do so. Adams is in her second term as a New York City Council member, and she can not run for a third term because of term limits. She recently gave her final State of the City speech as council speaker and said, “While we may not have the same resources as the mayoral administration, we have been creative in producing solutions to our city’s biggest challenges — from maternal mortality to child poverty,” she said. “These solutions are models that can be scaled for greater impact.”
“Why lead if your default is to insist that something is too hard, or that we just can’t do it?” Adams added. “Why not try to help New Yorkers?”
According to Politico, Adams “signaled she wants to prioritize expanding the Fair Fares program, which reduces subway fares for more than 360,000 New Yorkers, permanently fund the CUNY Reconnect program to help re-enroll students and increase funding for a childcare voucher.”
Adams also came out in support of the city’s libraries, which faced massive cuts under the current administration, “This Council will always defend our libraries,” she said. “When libraries were on the chopping block during the last budget cycle, we mobilized to secure their restoration.”

If the Trump administration gets the federal case against him dropped, it would be a surprise if current mayor Eric Adams does not run for a second term. Recent polling has shown that Adams is not a popular candidate. “New Yorkers are just very unhappy with the state of affairs in the city itself, and this goes beyond any legal problems,” said Patrick Egan, a political science professor at New York University. “Something would really have to change, in addition to having these charges dropped, for him to become a really strong and viable candidate for reelection.”
According to an October Siena poll, 51 percent of city residents felt New York was on the wrong path. Thirty five percent of those polled had a favorable feeling. Crime, immigration, and homelessness were the biggest concerns of city residents in that poll. Adams has not made much progress, if any when it comes to violent crime or overall offenses.
However, Adams is the incumbent, which carries much weight in a place like New York. Adams also has a decent amount of support when it comes to Black voters. He has made some progress regarding quality-of-life crimes, especially in closing illegal marijuana dispensaries in the city.

With Adrienne Adams not yet declaring her run, Andrew Cuomo is the prohibitive betting favorite to win the New York City mayor election in 2025. Cuomo has a lot of baggage, but with no legal cases ever being filed against him and his experience in office and campaigning, the former governor has the most momentum at this point.
