How we review and choose these Hawaii betting sites
We carefully research and recommend the best online sportsbooks for each state. Hawaii has its own set of situations that make the ones we recommend here stand out. Here are some of the criteria we look for and where these recommended Hawaii sports betting sites excel.
Available to Hawaii Bettors
We always check and double-check that bettors in Hawaii will have no problem accessing and withdrawing from these sportsbooks. Without this, there really is no reason to be recommending these sports betting sites!
Welcome Bonuses
Welcome bonuses should start around 50%. However, many on this list have standard initial deposit bonuses at 100% and you can even get a larger one if you deposit with Bitcoin.
Sports Markets
With no professional sports teams in Hawaii, we looked for sportsbooks that offered the most diverse set of sports betting markets. This way, we could be sure that the wide range of tastes could be met.
Customer Service
We love a great customer service team. This is the oil that makes the machine run smoothly. We also look for multiple ways of contacting them, from live chat to email.
Casinos in Hawaii
In Hawaii, there are no land-based casinos at all. In fact, there are also no casinos even in Hawaii’s waters. The closest thing to a Hawaii retail casino are cruise ships. They do offer Vegas-style gambling when visiting, but not within Hawaii waters. Bettors can log on to the sites we recommend here. Although they are sportsbooks, they all come with an excellent online casino as well!
Is Sports Betting Legal in Hawaii?
No, sports betting is not legal in Hawaii, and the state has some of the strictest gambling laws in the U.S. There are no licensed sportsbooks—retail or online—operating within the state. That said, Hawaii residents do have alternatives. Many people in the Aloha State turn to offshore sportsbooks, which legally accept players from Hawaii and offer a wide range of betting options. Signing up is easy, and the sites recommended on this page are secure, reputable, and accessible from Hawaii.
What Forms of Gambling Are Legal in Hawaii?
Hawaii has banned nearly all forms of gambling. There is no state lottery, no casinos, and even social gaming is restricted. The state takes a hard stance against gambling, and any attempts to legalize it—especially sports betting—have so far failed in the legislature.
Here’s a breakdown of what’s legal and illegal in Hawaii:
Legal in Hawaii:
-
Limited private/social games (non-commercial, in private settings, with no rake or profit)
Illegal in Hawaii:
- Sports betting (retail and online)
- Online gambling (including poker and casino games)
- Daily fantasy sports (DFS)
- Horse racing and pari-mutuel betting
- Dog racing
- State lottery
- Commercial and tribal casinos
- Charitable gambling (like raffles or bingo)
Daily Fantasy Sports in Hawaii
DFS platforms like FanDuel and DraftKings are considered illegal in Hawaii. In 2016, the state’s attorney general issued an opinion stating that daily fantasy sports are a form of gambling under Hawaii law. As a result, most major DFS sites have pulled out of the state. Residents looking for fantasy-style betting options often turn to offshore sportsbooks, which may offer more flexibility, better odds, and bonuses.
Is Horse Racing Legal in Hawaii?
No, horse racing and pari-mutuel wagering are illegal in Hawaii. The state has no racetracks and does not permit betting on live or simulcast races. However, offshore sportsbooks that offer horse racing markets are accessible to Hawaiian residents and may be used without restriction from state law.
Is Dog Racing Legal in Hawaii?
No, dog racing and betting on dog races are not legal within Hawaii. There are no tracks in the state, and the law prohibits both hosting and wagering on such events. That said, offshore sportsbooks sometimes offer betting markets for dog racing, which Hawaiian players can access if they choose.
Is Casino Gambling Legal in Hawaii?
Casino gambling is strictly illegal in Hawaii. There are no commercial or tribal casinos, and state law bans most forms of betting, including card games and slots. According to Hawaii Revised Statutes §712-1220, gambling includes betting on contests, playing games of chance for money, and even organizing or profiting from such activities.
Still, many residents turn to offshore casino sites to enjoy slots, table games, and even live dealer poker. These platforms operate outside U.S. jurisdiction and are widely used by Hawaiian players seeking a casino-style experience online.

Hawaii Sports Betting Timeline
Hawaii has not advanced very much in terms of the legalization of sports betting. Nonetheless, there have been some landmarks along the way!
2023
Despite efforts during the 2023 Legislative Session, no sports betting bill passes, with HB344 generating discussion in the House but ultimately being defeated. On January 9, 2023, State Rep. John Mizuno introduced a unique bill to legalize sports betting and poker on Oahu. Unlike previous attempts, this bill proposed establishing a standalone sportsbook and card room.
2022
Several bills were introduced in an attempt to change the gambling landscape. HB 1973 aimed to legalize sports betting but lacked support. A parallel effort, HB 1962, sought to legalize casino gambling but faced a similar fate. Another bill, HB 1815, intended to regulate online sports betting but quickly met its demise without gaining traction.
2021
No significant bill or movement towards the legalization of sports betting happened in Hawaii during this time.
2020
The two bills from 2019 carried over but died shortly thereafter in their respective committees.
2019
Two bills were introduced, one in each legislative chamber: SB 2571 and HB 1107
The Senate bill would have opened up an investigative committee to study the possibility of sports betting in Hawaii.
The House bill would have legalized sports betting directly through the creation of the Hawaii Sports Wagering Corporation.
