Why It’s Better To Use Offshore Betting Sites Over the Legal Ones

While Maryland has legalized both retail and online sports betting, many savvy bettors are turning to offshore sportsbooks for a more flexible and rewarding experience. The offshore betting sites we recommend are often a better fit for U.S. players thanks to their generous bonuses, broader betting options, and fewer restrictions.

Here’s Why Offshore Sportsbooks Are Often Better:

  • Better Odds and Higher Payouts—Offshore sportsbooks aren’t tied down by heavy state taxes and regulatory fees, so they can consistently offer better odds and higher returns.
  • No State Restrictions – Nationwide Access—You can bet from anywhere in the U.S., not just within Maryland’s borders. Perfect for travelers or those moving between states.
  • No Mandatory Personal Data Sharing with U.S. Regulators—Offshore books value your privacy and don’t require sensitive data to be handed over to U.S. authorities.
  • Access to a Wider Variety of Betting Markets—Enjoy betting on political events, global sports leagues, reality TV, and other niche markets that aren’t available on Maryland’s regulated platforms.
  • Crypto-Friendly Deposits & Withdrawals—Many offshore sportsbooks support Bitcoin and other cryptocurrencies for fast, secure, and anonymous payments.
  • Lower Betting Limits & More Flexibility for Small Bettors—Great for casual players—offshore sites offer smaller minimum bets and more leniency for lower-stakes gamblers.
  • No Arbitrary Limits or Account Restrictions—Offshore books are less likely to ban or limit you for winning too often—something many U.S. bettors have experienced on domestic sites.
  • Bigger Bonuses and Better Promotions—Get more value from sign-up offers, reload bonuses, and ongoing promos that go far beyond what legal Maryland sportsbooks offer.
  • Less Strict Verification & Faster Account Approvals—Offshore platforms let you register and start betting quickly, without excessive ID checks or location verification.
  • No Withholding of Winnings for Tax Purposes—Offshore sportsbooks don’t report your winnings to the IRS, allowing you to keep more of what you earn.

What Can’t You Bet On in Maryland?

Even with legal sports betting available in Maryland, there are still some limitations that don’t exist with offshore sportsbooks. For example:

  • No betting on political or entertainment outcomes.
  • Limited or no options for betting on esports tournaments.
  • Restrictions on in-state college props or niche international events.
  • Heavier regulation around live or in-play betting formats.

Who Can Legally Bet in Maryland?

If you want to bet through a legal Maryland sportsbook, here’s what you need to know:

  • Age Requirement: You must be 21 or older.
  • Location Requirement: You must be physically located within Maryland while placing your bets.
  • Eligible Participants: You don’t have to be a resident, but you do have to be in-state when betting.

Restricted Individuals Include:

  • Athletes, coaches, and officials involved in the sports being bet on.
  • Employees of sportsbooks or betting-related companies.
  • League executives and sports governing body members.
  • Individuals on state exclusion or self-ban lists.
  • Retail Betting Restriction: While Maryland has many retail sportsbooks at casinos and stadiums, you still need to be on-site to place a bet—limiting flexibility compared to online options.

With Our Offshore Sportsbooks:

  • You can place bets from anywhere in the U.S. or abroad.
  • You only need to be 18 or older in most cases.
  • No in-state restrictions or location tracking.
  • Simple registration and faster access to betting markets.

Maryland Sports Betting-Recent Updates

Here is a compressed version of the history of the legalization of sports betting in Maryland. Most of the intense action happened over just a few months between May 2021 and December of that same year. Ever since Governor Hogan signed sports betting into law, things have really heated up!

But the process to bring legalized and locally-based sportsbooks to Maryland bettors is much longer. We could say it started in 2018 when the Supreme Court made it a possibility. In that year’s Murphy v. National Collegiate Athletic Association, the Supreme Court struck down Nevada’s monopoly on sports betting. You see, previously, that was the only state allowed to host sportsbooks.

Of course, bettors from Maryland and other states have long been able to access offshore sportsbooks. Because they have their servers based out of the US, they can operate according to the laws where they are based. Not only are they more easily available, but they also tend to have better deals in terms of odds and bonuses.

  • November 13, 2025 — Maryland remains a fully legal sports betting state in 2025, with mobile apps and retail sportsbooks operating statewide under state regulation.
  • October 28, 2025 — Maryland Lottery officials announced a plan to require more transparent disclosure of hold percentages for sportsbooks, giving bettors clearer insight into market fairness and operator pricing.
  • October 2, 2025 — Maryland regulators reported that September handle surpassed $500 million, setting a new state record driven by NFL betting and the MLB postseason. Officials also confirmed that they are reviewing additional responsible gaming measures in response to ongoing lawsuits around sportsbook marketing practices.
  • August 21, 2025 — No movement. Sports betting remains fully legal in Maryland, and there have been no recent proposals to expand or restrict the existing market.
  • July 10, 2025 — Maryland’s sports betting market continues to thrive. In June 2025, the state generated $9.2 million in tax revenue from sports betting, contributing to a total of $88.8 million for the fiscal year. This growth reflects the state’s expanding sports betting industry.

OffShore Bookies Available in Maryland

Offshore sports betting remains accessible to Maryland residents in 2025, even with a fully regulated state market in place. Offshore sportsbooks — operators based outside of the United States — were once the only option for Maryland bettors before legalization. Their presence was a key factor in the push to regulate sports wagering nationally, as states sought to capture tax revenue that was flowing overseas. The Maryland Lottery remains popular alongside sports betting, continuing to generate significant revenue for the state.

While legal sports betting has been live in Maryland since 2021 (retail) and 2022 (online), some players still choose offshore sites for reasons like larger bonuses, broader betting markets, or cryptocurrency support. However, these platforms are unregulated in Maryland, meaning they don’t offer the same consumer protections as state-licensed sportsbooks.

Maryland legislators began seriously pursuing sports betting after the U.S. Supreme Court’s 2018 repeal of PASPA, which allowed states to set their own wagering laws. Early legislative efforts in 2018 didn’t gain enough traction, but they started the conversation that would lead to full legalization just a few years later.

Five Reasons to Bet on Sports in Maryland

Maryland could be one of the best wagering markets in the nation. There are numerous reasons that you should take part in Maryland gambling through your phone and at retail locations throughout the state. Here are five reasons to bet on sports in Maryland.

Great Bonuses

In Maryland, the legal sports betting market offers plenty of choices, but most are dominated by large corporate operators like DraftKings and FanDuel. While these licensed platforms are heavily marketed, they often come with smaller bonuses, tighter betting limits, and more restrictions compared to their offshore counterparts.

Offshore sportsbooks such as BetUS and BetUS continue to attract Maryland players in 2025 because they offer more generous promotions, fewer wagering restrictions, and broader betting markets — including events you can’t bet on with state-regulated sites. Their welcome bonuses can be substantial, and BetUS even boosts the value if your first deposit is made with cryptocurrency, providing faster transactions and lower fees.

For many bettors, these offshore platforms provide a more flexible, rewarding experience than what’s available through Maryland’s regulated sportsbooks.

Line Shopping

Bonus money is always a plus, but eventually, you’ll be wagering with your own funds — and that’s where finding the best odds matters most. In 2025, Maryland bettors can “line shop” across both legal and offshore sportsbooks, but offshore platforms often make this easier and more rewarding. With so many offshore sites competing globally, odds are frequently sharper, and markets more diverse, than what you’ll find on regulated Maryland apps.

While Maryland’s legal market does offer multiple providers, they still operate under state restrictions and taxes, which can impact pricing and promotions. Offshore sportsbooks, on the other hand, face fewer limitations and can pass those savings on to bettors in the form of better lines and higher payouts. If you want to maximize your returns, comparing odds across offshore platforms should be part of your betting strategy.

Casinos in Maryland

Maryland is home to six state-licensed casinos, all offering a mix of slots, table games, poker rooms, and in some cases, retail sportsbooks. Maryland Sports Betting Timeline

Here we provide some more details about all the happenings before and after the legalization of sports betting in Maryland. This is where you can find some of the most exciting stories around this topic.

2025 – Tax Increase and Industry Shifts

Maryland raised its sports betting tax rate from 15% to 20% in July, aiming to increase revenue for public education programs. June 2025 saw $9.2 million in monthly tax revenue, bringing the fiscal year total to $88.8 million. The city of Baltimore filed a lawsuit against major sportsbooks over alleged predatory marketing practices, drawing national attention. Meanwhile, BetRivers ceased operations in the state, and offshore sportsbooks continued to attract Maryland players with broader betting options and larger bonuses than their regulated counterparts.

2024 – SuperBook and Fanatics Launch, WynnBET Withdraws

Maryland’s sports betting market continued to grow, with several sportsbooks expanding their partnerships with local sports teams and venues. Betfred Sports launched retail operations at Long Shot’s in Frederick, and Bally Bet entered the Maryland market through a mobile license. The state’s online betting handle surpassed $5 billion for the year, generating over $70 million in tax revenue. Regulators also introduced stricter advertising guidelines, focusing on responsible gambling messaging and curbing aggressive promotions aimed at young audiences.

2023 – SuperBook and Fanatics Launch, WynnBET Withdraws

Fanatics Sportsbook opened its first retail location at FedEx Field in January. ESPN BET debuted in Maryland in November as part of its nationwide launch. SuperBook received its mobile sports betting license, and SuperBook Sports Lounge opened at Camden Yards in April. Maryland’s online betting revenue reached $442.4 million in September. Legislation addressed college partnerships with sports betting operators, while WynnBET withdrew from the Maryland market in August.

2022 – Online Sports Betting Launches with Industry Titans

After a series of delays lasting nearly a year, Maryland finally saw the launch of online sports betting. SWARC, the Sports Wagering Application Review Commission, identified ten sportsbooks, including industry giants like DraftKings, Caesars, BetMGM, and FanDuel, as the inaugural applicants for online licenses in the state. In its first fully legal month in December, Maryland’s legal sports betting market achieved a combined handle of $497.1 million, with a significant portion, $478.2 million, being generated through Maryland sports betting apps.

2021 – Governor Hogan Signs Bill Legalizing Sports Betting

On Tuesday May 18, 2021, Governor Hogan signed a bill into law that would implement the structure for legalized sportsbooks in Maryland. It is not clear when the sportsbooks will finally get up and off the ground.

The first licenses are going to the state’s six casinos and three major sports stadiums. So the Washington Football Team, the Baltimore Ravens, and the Orioles will be able to host sports betting on-site.

With this legislation, up to an additional 30 in-person licenses could be awarded. There are an additional 60 licenses for online and app-based sports betting. The bill goes into effect on June 1 and includes provisions to help smaller and minority-owned businesses to get licenses.

However, according to the WSJ, Maryland mobile sports betting was delayed due to the concern for making sure the wealth form the industry would be spread equally. This was a priority for Maryland voters, but implementing it proved more difficult than voting on it.

2020 – Two Bills go Nowhere

Two senate bills to legalize sports betting were introduced: SB 4 and SB 58. However, the legislatures decided to let Maryland voters decide what to do with the legalization of sports betting.

2019 – Bills do not get approved

In 2019, Maryland tried to pass a sports betting bill without a residential vote. In 2007, Maryland voters approved a measure that required all commercial gambling expansions to be voted on by residents, so this was not an easy task for the legislature.

The state lottery was excluded from the requirement, so lawmakers tried to launch sports betting at lotto retailers and racetracks. The casinos in the state were banned, and leaders of these properties were not happy. This forced Maryland’s Attorney General Brian Frosh to demand that sports betting required voter approval before any law was passed.

In November 2020, voters ultimately approved sports betting in the state. Legislators came together and proposed a bill to voters that was an easy decision for residents. The regulations still had to be established by the legislature following the residential vote.

2018 – Supreme Court Strikes down PASPA

The Supreme Court has handed down a decision in a case that will certsinly have repurcussions for years. With the striking down of Nevada’s monopoly as unconstitutional, now every stater is free to legalize and regulate sports betting.

While Maryland was by no means the first in line to do so, they will begin the process with this decision. Once they began seeing nearby states starting to bring in some of that tax revenue, it was only a matter of time before they would do the same. Lo and behold, three years later and Maryland sportsbooks were getting the green light.
